Budgie was a die cast toy factory, founded in the 1940, that went defunct almost 60 years ago.  Many of their models were quite simple, without windows.
 
The London Taxi Cab model on offer looks quite good for its age and has obviously been used. Yet, all windows are there, as are the tires and its detailing is rather good as well.
